While General Motors (NYSE: GM) shares were off 95 cents, or 2.44%, at $37.96 by 3:42pm ET. GM announced 12,000 workers were being laid off in Germany, citing lower demand for vehicles. The lay off would account for approximately one fifth of its European workforce.DaimlerChrysler AG (NYSE: DCX) was down 26 cents at $40.69. DCX released news Tuesday of a joint venture with Sanyo (OTC: SANYF) to develop hybrid-automotive batteries as well as announcing negotiations with the Canadian Auto Workers union (CAW) to add more workers. DCX said it reached a tentative agreement with CAW that could add a third shift -- and about 900 jobs -- to the automaker's Brampton, Ontario, assembly plant. But neither announcement was enough to stop the sell-off of automotive stocks.
