Senior bosses at the International Telecommunications Union (ITU) are reportedly pushing for reforms that would see the union take over management of the internet's naming and addressing systems from the Internet Corporation for Assigned Names and Numbers (ICANN). "Those who interpret 'Internet Governance' more broadly consider that the Internet should not be governed by a private company alone and that a multilateral organisation with greater international legitimacy and democratic processes, such as ITU, should assume some of the functions of ICANN, " general Yoshio Utsumi said at a UN meeting in November.

Merchant Credit Guide Co March 24, 2005 (AXcess News) Washington - United Nations Secretary General Kofi Annan presented a sweeping plan to reform the UN this week. It includes expanding the 15 member Security Council, restructuring the Human Rights Commission and setting new rules for authorizing the use of military force. Mr. Annan says the cause of worldwide freedom can only be advanced if countries work together to reform the United Nations. Amy Katz reports on some Washington reaction to the reform plan.U.S. Congressman Tom Lantos of California, a Democrat, thinks many of the recommendations in the U.N. reform plan are excellent. At a Voice of America Newsmaker news conference on Tuesday he cited fiscal accountability and changing the Human Rights Commission as two of the most important. Another important recommendation, Mr. Lantos says, is getting the U.N.'s 191 member nations to agree on the definition of "terrorism."

Meanwhile, Democratic leaders in Congress continue to press that they will not enter into reform negotiations until all private account proposals are off the table. Given that President George W. Bush has stated repeatedly that any Social Security proposal must contain the accounts, improve program solvency, and not affect near or current retirees, it is clear that this bill is only a starting point for the debate. Whether Democrats decide to join that debate or employ a legislative filibuster in the Senate in order to deny a future floor vote for the reform remains to be seen.

Terrorism, for whatever reason is unacceptable to the civilized world community, and I applaud my friend Kofi Annan for demanding that at long last the United Nations speak out, without equivocation, denouncing terrorism," says Tom Lantos.

The report also noted that reforming the existing system was an option. Lowering rates and broadening the base "could be useful in guiding reform within the current system, " according to the CEA report.

And, he said, the nomination of John Bolton, a known critic of the U.N., to be the new ambassador to the international organization, signals White House commitment to ending corruption and changing the culture at the United Nations.
